What navigation is skipped with the Skip Navigation feature?

Help! Our 508 checkers have the following comments we cannot resolve:

After I answered the knowledge check question, it took a few keystrokes to reach the submit button. After I answered the question, JAWS detected the skip navigation button and then the media player controls. After that, the submit button was detected. After a question is answered, the user should be able to navigate directly to the submit button.

For the Skip Navigation, was it program to skip the resources and glossary button? After I reach the next button and proceeded with the navigation without activating the next button, JAWS detected the menu button and then the resources button and the glossary button.

We've been researching, but as yet have not found a way to reorder the navigation so the submit button appears directly after an answer is selected. Nor have we been able to find what navigation is skipped when the skip navigation button is selected. Is there a way to use the menu, resources and glossary tabs while allowing assistive technology users to electively skip them?

The Skip navigation shortcut allows screen reader users to skip the player controls and return to the first object on the slide, so they don't have to navigate through all the player features to hear the slide content again.

While I'll discuss with the team your concerns and suggestions about how you'd like the navigation of question slides to work with a keyboard, my suggestion is to use a custom submit button on the slide, so you can better control the focus order:
