We received an email late last year (2020), advertising the new features to be launched for Articulate products in 2021. Built-in xAPI statements were on this list.
We have been waiting with great anticipation for this feature to be added, but none of the updates have included this.
The feature is currently in beta! We don't have an exact ship date to share yet, but we'll be sure to let you know when xAPI statements are released in Storyline 360. I've linked this discussion to the report, so you'll get notified of the news!

New: Create advanced reporting options. Use triggers to define custom xAPI statements, such as "Maria interacted with Office Tour 360° Image."
Just launch the Articulate 360 desktop app on your computer and click the Update button for each application—details here.
