Creating a Leaderboard, Points and Badges and Finding a Games Engine?

This is my first post here and I'm hoping you can help please?
I've been using Storyline 2 for about 18 months and am trying to create a way issue points to students using learning objects designed with Storyline. The ideal scenario would be students work through the learning objects and earning points, when they get to certain milestones they are automatically issued with a digital badge, and their name is placed on an online leaderboard. I've been looking at lots of different ways to do this, and am really trying to find some sort of games engine that could manage this.
I have worked out ways to do it using Tin Can and a VLE, but we want this to be open to students not enrolled. Does anyone have any advice please?

We've used this method before so I can confirm it works well with Storyline.

If I wanted to use it as public leaderboard on our institutional website, do you know if this would be possible, or do we just embed the Google Doc of results in it?
You could embed the Google form as a web object in Storyline or directly in your website.
