Are you talking about in the case of a fill-in-the-blank question?
Usually, for all our default question types, if the person clicks on submit before answering the question, a pop-up appears saying that they need to answer the question.
The submit button is not disabled, but the learner must answer the question before continuing. Hope that helps!
If you are using a default fill text interaction so that's not possible to disable submit button. If you want to disable that button then you need to create it custom. Attached is a .story file having example.
