It all depends on the length of the course and what I've been brought in to do.
Like Matthew says, some courses built in something like Rise where the content and images have been provided can take less than a day. Others, where we're doing a full I.D., graphic design and build job can take significantly longer.
I would say just like produce a movie, it can take really long time and cost a lot but you can also produce a movie easily and cheap. It all depends on what kind of movie you want. Although that has been said, in my exeperience, it tipically takes around three monthes to develop an elearning course.
It can heavily depend on how the source material is given to me. If I get the 'Bare bones' as a Powerpoint presentation then importing, branding and tweaking could take just a few hours. If it's just a written description then it can involve sourcing images, web links, reference docs etc. with lots of back & forth 'prototype' work and can take a long time!
I guess, "on average", 1 hour per minute of finished content, ONCE I have all the assets, and have agreed design, review team, signoff process and responsibilities, and so on.
