Need to create an e-learning module to be placed on a public website and not housed on an LMS

I would appreciate some advice as I have been asked to create a non-interactive e-learning module to be housed on our public website, so that our external stakeholders (and literally everyone) can access it. 

I have looked at Articulate RISE being a web-based option, but wanted to know if anyone has done this before and what authoring tool they used. 

The content is based on instructional system simulations, so videos would need to be embedded in the module, in addition to demonstrating processes.

I have seen some on overseas websites using Captivate, but I wanted to seek peoples suggestions particularly those that have done this before.

Our external stakeholders do not have an exclusive secure portal nor is our LMS accessible to externals, so this is our only option. 

I would appreciate any recommendations or suggested pathways.

Hii Ann M,

Here is a Demo Rise 360 Content uploaded on WordPress independently. We used GrassBlade xAPI Companion plugin for WordPress to upload this content.

It is not under any LMS, you can export course with xAPI standard if you want reporting. If not just export as a simple HTML5 format.

If you're not using WordPress, you can upload content on your server and use <iframe> tag to link index.html file on the Webpage.
