Problem with layers always hiding the base layers objects.

I don't know if it's a bug in Storyline, or I've done something to my templates, but when I create a new layer and want to show that layer (i.e. one extra item on the layer) there is no way of showing it without hiding all the elements on the base layer. Irrespective of the hide objects on base layer checkbox being checked, or hide other slide layers being checked, it *always* hides them. This is getting pretty annoying as I can't show and hide specific items on a layer and have to copy everything from the base layer to the new layers if I want them to show up. Anybody else had this problem? I want to try to avoid having to create my template again...

The slide layers are set correctly. When I click 'new layer' on an existing slide, it blanks the entire layer apart from including a background. What is causing this? I thought that it should show the other objects on the master layer on the new layers, but doesn't.

I can't include an example story due to data protection...
