All I get from both methods using both IE and Chrome is the spinning thingy. Preview in the app and publishing to Review work fine. Storyline 360 is all up to date.
What browser are you using? Do you have video that inserted? What are your publish output settings? I ran into a similar problem and it was a Flash issue not displaying in the browser. I try to use HTML whenever possible and use a browser other than Chrome. Hope that helps.
