Do your courses have to be published/reviewed online? If so, SCORM Cloud is a good option even if you want to stick to the free version (by deleting courses from your library to make way for new ones). If you can go offline then have you tried RELOAD SCORM Player? It's a tiny app that allows you to play SCORM packages locally.
If you're looking for something else then must it be a free service?
I use Coursesites. It is a free hosted version of Blackboard LMS. You can create a course for your project, upload the SCORM Package and test it. It will allow you to create "student accounts" so that you can go in and test the package.
Not heard of CourseSites, so thanks for the heads up on that one Mark.
Just checking out if there are any limitations. Looks like a CourseSite can host any number of courses, and an Instructor can have 5 CourseSites. That seems to be the only cap but can easily be worked around.
