I might suggest Sony's Movie Studio Platinum or whatever they call it now; about $75.
It's the consumer version of the pro-level Sony Vegas editing suite. Same engine underneath, simplified controls, decent support/add-ins if your skills or needs grow, and outstanding quality.
I use Camtasia (for Mac). I think it's pretty simple to learn, plus they have instructional videos you can watch. They have a 30 day trial if you want to test it out.
If you need something simple for video editing, you can use either the built in Articulate Replay or Windows Movie Maker. WMM has a caption feature and you can add other audio files.

i can suggest Camtasia Studio. Easy to use, especially for beginners, not
expansive and a quiet good definition.
