Web Object Always on Top

Is there a way to set the properties of a web object so that it does not always appear "on top" when you publish?

I was playing around with google forms and storyline. I created a simple form and then added some info buttons in StoryLine that are set to trigger several layers with instructions or additional information. I then positioned these through "trial and error" to be located next to the questions on my google form. Everything looks good on preview. However, once published, the web object defaults to the top layer hiding the buttons. So I resized the object slightly and moved the buttons off to the side. They appear fine, but the layers they trigger are hidden behind the form.

Thoughts? Work arounds? Maybe just a future enhancement?
