Closed captions not working in Rise

I have several video segments (.mp4) in my course to which I'm adding English closed captions (uploading .vtt files). The captions were created in Adobe Premiere and output to .srt which I then converted to .vtt using a free online tool.

The captions seem to upload successfully in Rise but they aren't displaying when I view the video and turn on the CC option. I have removed the numbers in the .vtt file (as was indicated in another thread) but the captions still aren't displaying.

I've used this method with other courses and never had a problem. Any suggestions? I attached a copy of one of my .vtt files if anyone wants to take a look.
