Here's how you can set it up in Moodle LMS: Create a new activity/resource and select "File" as the type of resource. Upload your policy PDF file. Under "Activity completion," select "Student must view this activity to complete it." Under "Restrict access," select "Add restriction" and choose "Activity completion." Under "Activity completion," select "Student must view the activity to complete it" and set it to "Yes." Save and return to the course page.
