Exported XLIF does not contain target-language tag - Translations do not appear after successful XLIFF import

Translations do not appear after successful XLIFF import.

  1. We duplicate an English RISE course (it changed owners once before if that matters) with the intent to make the duplicate a Japanese version.
  2. Export the English XLIFF.
  3. Get the XLIFF translated into Japanese.
  4. Import the Japanese XLIFF to Rise. 
  5. Rise says import was successful
  6. Course remains in English. 

    We were told that it was because the imported XLIF file does not have the target-language tag, which makes me wonder why it would not be added in the XLIF export from Rise (even with just an empty value or set to English)... just to avoid any future problems. We understand we have to change it to ja-JP for the target-language now, but why not have the tag in the exported file? Just spent 24 hours trying to debug this. Is this a bug or intentional?
