Although I need to do more testing, I may have found a way to reliably bypass the Rise title page within a SCORM course.

I would love to be able to import a single lesson into a course that's hosted in our LMS. Please count my vote.

Try using the new Rise Microlearning feature. It does exactly what you are asking for.
It's a course that consists of a single lesson and no menu.

Thank you for this tip. I tried it right away, and it was exactly what I needed! I won't go into my whole process, but this makes our entire project possible. Thanks for taking the time to offer this suggestion.
Another vote for being able to download one lesson instead of the full course.

As stated above, the new Rise microlearning is essentially a course with just one Lesson.

Yes, but it's still a course with one lesson, and it doesn't allow you to export just the lesson, it always includes a title/intro part that doesn't flow well when added to an LMS.

It will always be a course with just one Lesson, as the course contains everything behind the scenes needed for the SCORM to function correctly in the LMS.
Besides the title page, the new Rise microlearning is as close as you are going to get.
Good news, everyone! We've just released a new feature that allows you to turn off the cover page when you publish for LMS to improve compatibility, streamline training, and get learners into content faster. Give it a try, and let us know if you have any questions about it!
Note: You can't hide the cover page for training created from Next Big Idea Club content templates.

I also would find it incredibly helpful to export just one lesson. Sometimes I want to provide portions of a course to other learners, not the whole thing!
Is it possible to copy a LESSON from a (standard) course into a Microlearning course?
