Folder functionality in RISE

We would like to implement high level folder organization in RISE so we can separate versions and also clients clearly. At the moment we can place things in folders but they are operating as Apple-style smart folders i.e. when we go to open RISE, all courses are visible at the same time.

For usability, the folders should be 'hard coded' so we can use them effectively, and apply the same structure across Teams.
