footnotes, internal linking

Is there a way in RS360 to create footnotes and internal linking within in a page. In other words, I want to use a superscript number or asterisk in-text (as one would do with a citation/referenc) and embed a link that takes the reader directly to a footnote at the bottom of the page.
Same idea for a TOC at the top of the page. Each entry in the TOC links to a header further down the page.
Is inserting internal links possible in RS?

Have footnotes or internal linking been implemented yet? I've seen posts inquiring about these features for 3+ years in this discussion board.
I would also be curious!
Footnotes would be really helpful for us too - I hope this feature is being prioritised. Even better numbering through fields would help here - it's difficult to re-number everything manually with superscript when referencing.
This would be helpful for branching purposes as well! Example: two staff members from two different hospital needs RISE general course content but need hospital specific information - it would be nice to link them to their specific content within the course.
