Rise to LMS Training Completion Issues

Hello! 

My team has a growing concern with one of our Rise courses. An increasing percentage of our training audience is not being recognized by the LMS as having completed the course after taking the quiz and closing the window. Rather than prompting the user to move forward and verify their training with an eSignature and registering the course as complete in their learner profile, the training remains on the to-do section of their portal and prompts them to retake the course. 

Some background info:

This Rise course that has been translated into 20 different languages, packaged together into one learning item with a language selection menu, and pushed through our LMS (iLearn/SAP SuccessFactors LMS) to 11,020 team members. At this point, one of our locations is showing an 11% issue rate requiring trainees to seek assistance and manual completion credit from iLearn admins. 

Would anyone be able to assist us in looking at this course and determining a root cause for the struggles? The course is only about a week old. We are concerned about iLearn admin bandwidth and time constraints as the training's due date approaches.
