I have inserted my scorm package in moodle but it does not count the lessons correctly. Every time you access the package it appears at the same percentage and does not advance. Always at 52%. It has no buttons, no hidden content..
Have you tried testing your course in a different LMS such as SCORM Cloud to see if the issue is specific to the LMS that you are currently using? This article explains how.
