In my experience, if I re-upload a course into Review but do not manually go into Rise and re-select the file, the SL block remains the same as the initial upload. This tells me that the SL actually gets housed in Rise and is not simply embedded (which would mean you can delete from Review to your heart's content).
Thanks Holley - yes I have noticed that too - I just wanted confirmation as myself and my client might cry big weepy tears if suddenly all their courses were broken - and I had to republish hundreds of SL Blocks :)

Hi Donna!
Don't worry, if you delete Storyline content from Review 360, the Storyline blocks will remain intact.
