Is there a way to import an audio file that was recorded separately all PowerPoint slides, but was not associated with any one slide, and break it up to synch relevant sections of the audio to a particular slide? Or, is it better to just re-record on a slide-by-slide basis?

You should be able to export the PowerPoint audio as explained here. You could then import it appropriately for use in your Presenter project.
