LMS error when uploading course

I'm working with one of my customers who is trying to upload a course to her LMS (SuccessFactors) but they are getting this error code:
"The parser could not validate the SCORM Import file due to the following reason(s). Proceeding with the import may incompletely import the file, or the file itself may be corrupt. You may choose to continue with the import at your own risk.
Error on line 1: cvc-elt. 1.a: Cannot find the declaration of element ‘manifest’."
I have published this in both SCORM 2004 editions 2 and 4, which is what their LMS requires, and neither works. This is a new problem they are having. Their LMS company is telling them that the problem is because their content is edition 3. Is it something in my file or theirs? Has anyone else seen this problem before?
