I am using Articulate Presenter 13. I have created a link to a web page in the Resources - tested it and it is working. I published and posted the course to a valid web server. When I launch the course from the server and click the link in the published course, nothing happens. The link displays but clicking it does not take you to the web site.
If attachments (resources) won't open in your published output, it's likely you're encountering a security restriction. See this article for solutions.
Maybe this is security related - even though I was launching from the web server I had to change the URL to a web-friendly URL starting with http:// and then it worked.
