Settings not saved (at least not restored) when closing (opening)

We have been trying to upgrade to Articulate 13 and are having problems.  Our settings, such as imported audio files and attached pdf resources, are not saving when we go into the file the next time.  We have to continually re-import these files.

In short, we have isolated to the following minimal test case:  new powerpoint, single slide, change the player to be our custom "Pronto player". Click OK (not cancel, not X).  Close powerpoint.  Restart and open minimal test and player reverts to default.

Also, imported audio mp3 file for single slide. Audio is not available when restarting.  Curiously, when importing audio a note says "Imported previously: C:\Users\Tara\Documents\My Articulate Projects\Audio for Online Course\ELearning Course Intro.mp3"

Resources such as a pdf attachment don't get saved either.

We have repaired Studio 13, checked to make sure the Articulate Presenter Communictor and ribbon were enable, uninstalled and reinstalled Studio 13, changing UAC, doing reboots, etc.   We have scoured the Discussion Areas and nothing seems to be making a difference.

(We haven't uninstalled windows office as it came installed and we don't have disks to reinstall.)

Ideas???
