My team is contemplating upgrading to Storyline 3 (or 360 if for some reason they lower the price by about 50%). One feature absent from Storyline 2 that we've always really wanted is the ability to continuously play background music across all slides in a training. Has this upgrade appeared in either 360 or in Storyline 3, or is this still something that does not yet exist in Storyline?

There is no change in SL360/SL3; playing background music across multiple slides is not a built-in feature. There is a workaround described here.
