Michael's covered it well for you with his example Story, but this was something that also puzzled me a little when I first started using Storyline FT.
Think of a Slide and its layers like playing cards, where the slide's layer contents are contained entirely on a single card.
The Base Layer is always the bottom card of the pile, and never moves/shifts.
When you "Show" a Layer, you are essentially taking a card that invisibly sits ABOVE of, or in FRONT of, the Base Layer.
Likewise when you "Hide" it, it goes away and the Base Layer returns to the Player display.
If I am using many layers, and am concerned about the "wrong" layer (card) showing when I return to a previously displayed layer, I use the following approach, to ensure I don't get burned by this, though in theory, it shouldn't really be necessary.
If you Show a Layer, in theory, Storyline should be smart enough to Hide the Previously Displayed Layer automatically, rather than just overlay it with the Shown Layer, but I have yet to independently test/confirm this.
Here's a sample process of jumping to multiple Same-Slide Layers that demonstrates the approach I am using currently.
In this example, I am assuming that I would attach these Triggers to various Buttons or other Object(s) that I would interact with to move to other layers:
START Slide
OBJECT TRIGGER: Show (Move/Jump To) Layer 2
OBJECT TRIGGER(s): Hide This Layer/Show Layer 3
OBJECT TRIGGER(s): Hide This Layer/Show Layer 4
OBJECT TRIGGER(s): Hide This Layer/Show Base Layer
From everything that Ive seen so far it seems like the only way to show the layer is to create a trigger for when the user clicks something to have the new layer display.
Is there any way to set it up to have the layer display automatically when the previous layers timeline is done?

Yes, you can go from one layer to another, by simply adding a Show Layer xyz trigger to a layer. See attached a quick example.

there is a setting on each layer that allows you to choose whether or not that layer hides other layers when it shows. Access it with the gear icon.
