Course Inconsistently Reporting to LMS

Hello there,
I need help figuring out why my course isn't reporting to my company's LMS consistently. Reporting and Tracking is set up to mark the course as Passed (complete) when the learner completes one of two quizzes or by using the Complete Course trigger (not sure if this is necessary, to be honest).
The issue is that the course is reporting as Passed for some users who complete a quiz and In Progress for others who complete a quiz. I can't figure out why this inconsistency exists. Any help is greatly appreciated.
Attached is a screenshot of the course's Reporting and Tracking Options. If anything else is needed, please let me know.

Quick question! What LMS is your company currently using?
We recommend testing the behavior of your course in SCORM Cloud to see if the behavior is isolated to your LMS. You can test your course in SCORM Cloud, which is an LMS that we use for testing as well. Here's how:
