Does Passed/Failed even work any more

I am having an issue having courses marked Complete with Fail status.  This is no longer happening.  I have not developed courses in several years.

In the old days, a course could fail and still mark Completed but Failed.  So when you restart it, it would be a completely new start since the record was marked Completed.

I have built a one question test.  The correct answer is True.  But in SCORMCloud the course does not mark complete.  Reporting is set to Passed/Failed.

Is this no longer an option?  It is not working like I expected.
