It's impossible to force someone to read the content. But you can force them to stay on a slide or layer for a given amount of time or until they complete an interaction.
If you have a separate forward button on each layer, you can adjust it on the timeline so it won't appear until near the end:
You can also use triggers, variables, and conditions to control when a given button appears.
