Using 'Media Completes' as a trigger is very powerful until the cue points are fully implemented. If you use silent mp3's of the right length you can make things happen without user interaction.
However, 'media completes' does not work for video on the timeline for me, only audio. I think this is because video lengths can be dragged to alter their duration, confusing Storyline, but audio is always a fixed length.

I would recommend taking a look at Jeanette's tutorial on using a simple variable & conditions to require learners to view the entire slide. This seems to be the most reliable method for determining the end of a video.
