Would you be able to share your .story file for us to take a look?
I'm not sure what discussion you are referring to, but I know a common issue is that the state changes when the user is not on a slide, which does not trigger the Next button change. For instance, change the Next button trigger to change to Normal when the timeline starts if x,y,z tabs are visited and see if that makes a difference.
Thank you very much for the support.... Yes the scenario which you are referring to is my problem. I have 5 tabs and i dont want my user to move forward without visiting the tabs and also i want the next button on the player to be hidden until the tabs are visited.
After the user visits all the tabs then the next button should be visible and he should be able to click the next to go forward.
I went through many discussions i find that next button in SL2 has a problem. The below link is were i found out.

hard to say without seeing your file setup or what options you have selected why it isn't working.
Here is a sample 5 tab interaction with the Next button hidden at timeline start and enabled when all 5 tabs are visited state.

If you are still stuck after looking at Wendy's example, just delete the text out and then attach your Storyline file.
