I was curious as to what you were experiencing and wanted to take a look at what may be going on. Typically the Prev/Next buttons show up during quiz review, but it seems like you may be asking something different.
When learners review a quiz, they'll see Articulate Storyline's built-in Prev and Next buttons in the lower right corner of the player—even if you've disabled them throughout your course. See this article for more information.
Thanks for sharing your case number Sam. Looks like John is assisting you and providing a possible solution since you have questions across scenes, which is why the buttons are not working 'sometimes' :)
Turns out that my course is broken into Scenes, each scene ends with a quiz question. The quiz internal triggers don't know where the NEXT slide should go.
Oddly, you can't create a jump to next slide trigger on clicking NEXT on a quiz question. It was suggested that I try copying the trigger from another slide and give that a go.
This seems like a glitch in the design of quiz questions that should be addressed.
I found adding triggers to the base layer, correct layer, incorrect layer, and secondary triggers in the event you want to retry quiz and skip narrative works. Complicated and bug prone but it makes customers happy.
Then there's page numbering, but that's another story.

The PREV / NEXT buttons only show on answered quiz questions. Where are the triggers for PREV / NEXT declared?

No, it is the quiz review. On some quiz questions, the PREV will work, but NEXT does nothing. Occasionally, both PREV and NEXT do nothing.
So, are the triggers for PREV / NEXT on quiz review editable somewhere in Storyline or hidden from the authoring system?

Never tried it, last time I had this issue I built my own review layer and controlled it will a variable

I always have that problem as well! I break my questions up so they reinforce learning at the end of every scene.
I now realise why the quiz review doesn't work!!!!

Thanks, Sam. I have made an easy escape by taking out the quiz review. I let them retake the whole module if they haven't passed the course.
