What version of Storyline are you using, and are you on the latest update for your version?
What publishing settings are you using? You can take a screenshot and share it here!
What happens when trying to access it on an iPad? Are you receiving an error?
Have you tried testing it out in SCORM Cloud to see if the same occurs there? That'll give a great indication of whether it's file specific, or Moodle related.
