We are having trouble with our SL2 course published in SCORM 1.2 and uploaded to Moodle 3.3. It triggers completion status in 80% of the users but doesn't in the other 20%. SL2 file is published to require certain number of slides to be viewed.
That is what we originally suspected but it seems to happen in Chrome and Firefox as well as Safari. I was able to recreate the problem once in Safari.

can it be isolated to a browser issue?

Could you check you're using a supported browser as Wendy mentioned? Here are the SL2 browsers.
Also you may want to test using SCORM Cloud which is an industry standard for LMS testing.
