I can see how this can be confusing. I'm not sure as to 'why', but I do know that the Notes within Storyline Slide Masters is just that. Notes. It does not carry over to the project or published as transcripts with the player.
The intent is moreso for content development note sharing.
I do believe that many customers wish to see this handled differently and I have put in a feature request on your behalf.
I am not sure of your response? I can see my notes on the notes tab in the player when the course is being played.

Hi Teri - Sorry for the confusion. That certainly wasn't my intent.
I was referring to any Notes added on the Slide Master.
It sounds like you are adding your Notes slide by slide and these are populating as expected, correct?
If you're seeing something different, I'd love to take a look.
Also, it looks like your email signature came through when you replied via email! You can remove that if needed - quick Peek video here if you need help.
Leslie, this is a known issue that has gone back for years. You can open the slide master and format the notes section all you want (ie font, spacing, size, bullets, etc.). However, when you insert a new slide, using the layout master that has the formatted notes, the notes section defaults to font Articulate size 9 black single spaced.

I understand Tricia - and this thread was included in the request that I mentioned here.
I do appreciate you adding the other thread as well and will attach that one too. Certainly demonstrates the user impact.
