I updated Storyline to the latest update today (v3.28.18944.0). Since the updating I have had issues with not being able to play and pause the timeline by using my space bar. Then I was using my mouse to click on the play/pause button at the bottom of the timeline, I was not able to pause the timeline. I also uninstalled and reinstalled the application.
With the latest update, we added an enhancement to allow for an HTML5 preview of your slide when you click the play button in the timeline panel. Timeline previews no longer rely on Flash. It looks like that's the shift which is preventing the spacebar from pausing/playing the timeline preview again. Our team is looking into this change, so we'll keep you posted here!
As for the pause behavior, what you see in the latest update where pausing it shows everything on the slide (as it does at the start) and your timeline playhead shows the point in the timeline you're at is the same behavior as earlier updates. Nothing has changed there.
I forgot to state that this is happening while in the Storyline application. I use my the space bar to pause the audio so I can get a specific spot on the time line to add a marker.
Thanks for reaching out and letting us know that you are running into this as well, Tracy.
As Ashley mentioned above, this is an issue we are looking into and this conversation is linked to the report. We'll be sure to update you here when we can.

I've noticed the same behavior after installing the update. :-(
Thanks for the update, Joe.
