Anytime I try to access the Content Library to access a template for a new slide, an error pops up that states "We're sorry, something went wrong with Articulate Storyline and it might close."
I have read previous posts similar to this and have had no success in trying to fix the matter.
Additionally, you might be using a VPN that probably hinders the access to your content library. There is a chance that if you tried changing the source of your VPN, this might work.
I have also included here a link to re-install Articulate 360 and using desktop authoring apps:
there is a chance that after you do this you might be able to see the content library. Let the community know if it works. Others might have the same concern as you are.

Have you tried quitting the program and restarting it again? You may want to also restart your PC/Laptop to check if it might work.
Also, the issue might be in your connection. Have you checked this link https://articulate.com/support/article/Articulate-360-Network-Endpoints. You may want to ask for your organizations IT support for this one.
