Using free form drag and drop to present information

Hi,
I want to use a freeform drag and drop to present information. That is, I want the learner to drag a concept to a place on a diagram (no specific order) and receive further information. I am almost able to get this to work, except that the draggable objects should be able to be placed into any drop zone. Of course, there will only be correct feedback, as all possible options are correct.
I couldn't work out how to do this though, where there is this many-to-many relationship.
Has anyone succeeded at this approach to information delivery yet?
Thanks in advance, Kim.

Why not just change the incorrect and correct feedback to be exactly the same?
The only problem with that is that as each item is placed, I want contextual information displayed...
How many draggable objects are there?
You can do a one to many drag and drop, so I guess be replicating the one you could have a many to many. I just created this using layers and object triggers. Maybe this will help?
Brilliant Blair, I was trying to use the freeform and I should have just used layers and object triggers as you have suggested.
Fantastic stuff, really appreciate your help.
PS. I know this approach is not overly interactive but at least it breaks up reading a bunch of content in a big block. I'll have a place and post the result to show what I mean a bit later...
Blair,
This is the type of interaction I was trying to produce. Thanks so much for your advice which made it happen.
