Transmission speed i have 7,54 Mbps, on browser "Internet" from samsung by default preloaded in Android this link and video work. On Chrome 48 not... video loads indefinitely.
Additionally
I have confirmed in other phone where there was a version of Chrome 47 everything worked, after updating - video loads indefinitely.
Your findings were very helpful. I was able to track down another team member with a data plan on an Android with Chrome 48 and he experienced the same issue you are reporting.
I am sharing this information with our QA for further investigation and testing.
Please do update this thread with any progress on this issue. We have also experienced this issue and found that the video doesn't download at all when on mobile data.

I wanted to provide an update here, as Storyline 2 Update 8 was just released, and included a number of fixes which you can see in the release notes available here. The item you all may be particularly interested in is how it fixed the issue where videos wouldn't play in HTML5 output in Google Chrome 48 and later when viewed over a cellular connection on Android devices. You can download the latest update here, and after downloading and installing the latest update you’ll want to republish any existing content to ensure that the updates and fixes are applied.

I just tested a sample on a Chrome tablet with Chrome 48.0.2564.95 and it worked as expected.
