Buttons timing/play differently

I have two button that are used for showing layers, like a slideshow to go to 'next'. When the slide is complete (all layers), I have a 'replay' button and a 'return' button that will take you back to a list of items to checkoff.
These buttons are built identical on all the slides. But after publishing, they behave differently. Sometimes work as designed, sometimes the last layer's 'next' gets stuck and the 'return' never shows. blah, blah . . .
Is there something I am missing as a new developing using Storyline? Seems the way I built them was straight-forward and they work fine in Preview, not as a Published file.

Yes, it was all about the placement of the buttons (on top) of timeline. I have discovered any object with some animation or tigger needs to be on top of timeline.
