While I don't have experience using Cornerstone, there are quite a few CSOD users in this thread who are discussing how to launch a Rise course in Internet Explorer 11. That would be a good place to start.
Also, I'd recommend testing the output in a different LMS to be sure that it's not a course-related issue. Give it a try in SCORM Cloud, and let me know if it works well there!
