Web Objects Not Showing In Presenter

We have some courses created in the latest version of presenter that have a web object for the last slide. We have had a number of users that complain that when they get to the slide with the web object they are just getting a blue screen (which is the background color of the slide).

When we first having the issue the web page being displayed was an *.shtml page that involved some server side processing. I thought maybe that made a difference, so now the page is just a page with a few lines of text and a link to click on that is generated via a javascript in the head of the html page. The page resides in the same directory on the server as the presentation, so it's not an issue with crossing domains, etc.

The vast majority of the people having the problem are using IE10 or 11, however I have tested in both and am not able to recreate the issue. Anyone have any suggestions of things to look at and/or try.

The web object is only missing for a small percentage of users, so it is not a matter of an incorrect URL.

95% of people see the web object without an issue. Could the other five percent be running into a security issue? Sure. What I am trying to figure out is what that issue could be. I know flash has issues with displaying content across domains, but everything is on the same server in the same domain and the page with the presentation embedded in it and the page for the web object are even in the same directory.
