Click and drag navigation - how to stop the user from scrolling when a position has been reached

Hi all. I have created an activity based on the walking parallax guy created by David Charney.  What I wanted to do was to stop the user from scrolling further when he hits certain points of the navigation.

I tried to trigger a layer when a point on the slider is hit, which then should prevent the user from interacting with the base layer. However, unless you let go of the background (slider), triggering the layer doesn't really affect the slider (doesn't force the user to let go of the background).

I am hoping this makes sense. I have attached what I have created so far. Thank you in advance for any advice on this.

Hi Allison. Thank you for taking the time to try it out. I'm not sure if I should be happy that I was able to find something that is testing the limits of Storyline. :)  I will message support team and update this post if anything comes up.

The solution I have at this point is to simply black out the area and show a bigger version of the character talking. My plan is to shock the learner into letting go of the mouse button. :D
