I changed that setting in the player, and now I'm seeing the notes text cut off on the right side. This is in a new Storyline 3 file, so it doesn't seem like this is only happening in upgraded files.

Good catch, that is what we use for all our courses as it makes best use of the browser space available when combined with Resize browser to fill screen.
To confirm, this issue is not present in Storyline 2.

Not sure if this is the same problem or not. I just used a phone running Chrome to test SL3 output published with setting HTML5/Flash and I find the Notes are cut off just a bit on the LEFT side. This is not happening when viewed on a PC using Chrome.
It looks like the same behavior that we were seeing, and it's still something with our team so we'll share any updates here once they're available. In the meantime, viewing the Flash output is our recommendation and we've heard from other users that they had better results with a player setting of "lock player at optimal size" or using a different (smaller)slide size.
Great news - Articulate 360 Update 5 is now available! It includes a number of fixes detailed in the release notes here.
The item you may be interested in is how it fixed the issue where the right edge of notes text were cut off in HTML5 output.
Launch the Articulate 360 desktop app on your computer and click the “Update” button next to each tool, then republish your course to take advantage of this fix.
Are you using Storyline 360? Can we get a copy of your .story file to take a look at? Even just this one slide with the notes since it's clear to see it.
You can upload it using the “ADD ATTACHMENT” button at the bottom of the reply window. If you’d prefer to not share in the public forums you’re always welcome to share with our Support Engineers here. They’re available 24/7 to assist!
I just checked in on your case with Eloisa and I see that she ran into the same problem you mentioned. It's been shared with our team as a possible software bug, so we'll keep you updated in the case and here in the forums.
I see that a few different font sizes ended up working for her - I know it's not an ideal workaround, but were you able to play with the font sizing to see any different result?
I tried the different font sizes but they may fix one slide but not another. Also fixing one occurrence has a cascade effect and so you have to keep previewing after every change.
At the moment I simply add an extra space before the word that has been cut off and then check the results.... repeat until it all looks OK. When this gets fixed I can go back and simply do a search and replace for all double spaces.

I can also confirm the issue only occurs with certain design ratios and sizes.
I changed my player template from 1440 x 1080 to 720 x 540 and the issue went away.

This fix is not yet applied to Storyline 3.
We'll keep you posted here once its available in SL3.
I just want to add my voice to this issue also.
I am totally up-to-date on all products and there is still an issue in the Notes tab where there is a scrollbar due to a lot of text.
I have courses developed before the last software update and they are displaying the notes tab just fine.
